Promoting anything on Facebook advertising isn't that difficult. In fact, it's not hard at all. However, with the new regulations from Google Adwords and other interesting changes with the Google search engine period, people have now turned to Facebook for PPC hope. The problem though is you have plenty of marketers out there trying to take advantage of other up and coming internet marketers who aren't that bright when it comes to Facebook due to lack of exposure.
What should be noted is the Facebook ad network is very simple and very easy to keep up with. You don't really need any "expertise" at all. The network itself is extremely self-explanatory and doesn't really need any deep explanation.

Depending on the offer, you will need to be ultra-specific about who you want to get in front of because you are not going by keywords or search engine data. You are sort putting on the hat of a traditional marketer online because you have to find a way to get your ad noticed by other Facebook users.
The best way to do this is to test and tweak your ads as you are looking at the stats. I don't think it will benefit you to have a small budget for something like this. When I say small budget I mean like a $25-$50 budget. You need to have a minimum of $100 to play with so that you can see a bigger voice of consistency.
Understanding what the CPA program is offering to customers will greatly help your chances of reaching the right people. For example, if you are promoting a CPA program that sells digital mp3 downloads, then you might appeal to a young adult crowd or a teenage crowd as oppose to retirees.
None the less, you still need to test a tweak your ad campaigns so that you can be sure not to miss out on the correct market for your CPA program offer. I know that the idea of testing is really difficult for some people to grasp but think of it this way. It's better to stretch that $100 on tweaking and mastering exposure as oppose to wasting $25-$50 just to feel good about doing something online.
